経験がある方もいらっしゃるかもしれませんが、Shibboleth SPにて、shibboleth2.xml
をtouchする、すなわち更新時間が変更されれば、勝手に設定ファイルが再読み込みされる
という仕様のようです。

ただしこれはshibdの話なので、変更内容によってはhttpdを再起動しな
ければならない可能性があります。（未確認です）

また、全ての変更が反映されるかというとそうではなく、shibboleth2.xml
内の<RequestMapper>および<ApplicationDefaults>より上側に書いてある
ものについてはプロセス起動時に1度読み込まれるだけという情報も
あります。

Touching shibboleth2.xml is the equivalent because anything that it can
reload safely, it will. Whether it can reload some things it doesn't now
is a question of need and time, but even some of the things it reloads now
aren't exactly super safe.
